Foreign Office, October 29, 1909. I HAVE received Mr. Rumbold's despatch No. 260 of the 6th September last, in regard to an understanding which would appear to have been come to between Messrs. Pauling and the Japanese Oriental Exploitation Syndicate for construction work on the Hankow-Canton Railway.

It is to be presumed that the arrangement in question refers to some minor contracts which the Chinese Government might have to offer on the southern or Canton end of this line, which the Chinese are thetaselves constructing. It is not otherwise evident what Messrs. Pauling expect to obtain from this partnership, as it has been made clear to them that the support of His Majesty's Government is already pledged to the British and Chinese Corporation for business in respect of the Hankow-Canton line proper.
